Public authorities are licensing private individuals’ energy activities, and public authorities, public legal entities or public enterprises are entrusting the supply of goods, the execution of works and the provision of services. This course examines, in principle, the institutional framework for energy licensing (instruments, conditions and procedures). It then examines the instruments, rules and procedures for the award of public supply, works and service contracts in the energy sector. Finally, it examines the specific characteristics, structure and content of the basic procurement agreements (procurement of goods), works contracts and service contracts in the energy sector.
